Oklahoma Safety & Trade Knowledge (OSHA 29 CFR 1926)

The Oklahoma journeyman chapter mixes two kinds of knowledge: construction-site safety under the federal OSHA standards in 29 CFR Part 1926, and the trade knowledge of permits, inspections, structural protection, and estimating that keeps an electrician safe and profitable. Oklahoma is not a state-plan state, so federal OSHA enforces construction safety directly and 1926 applies to every electrical crew on every site. OSHA's rules are organized by hazard — falls, excavation, PPE, sanitation, tools, air contaminants — and the exam tests exact thresholds (6 feet, 10 feet, 50 µg/m³, 5 foot-candles) more than general intentions. The permit-and-inspection half is Oklahoma practice: the licensed contractor pulls the permit from the local authority having jurisdiction before work starts, concealed work is inspected before it is covered, and the utility does not set the meter until the final inspection releases the service.

1.1 The 1926 Standards and the Employer's Training Duty

29 CFR Part 1926 is the federal safety code for construction, divided into subparts that each govern a hazard family. The umbrella duty is 1926.21: the employer must instruct each employee in the recognition and avoidance of unsafe conditions and in the regulations applicable to the work environment, to control or eliminate hazards (1926.21(b)(2)). Similar instruction duties attach when employees handle poisons, caustics, or flammable and toxic materials (1926.21(b)(3), (b)(5)). A new apprentice on a commercial site gets a real orientation from the employer — not from the union, trade school, or a bulletin-board posting, and not only if she has under a year of experience. The duty is unconditional.

Toilets — 1926.51(c)(1) and Table D-1. The count follows site headcount: 20 or fewer employees = 1 toilet seat; more than 20 = 1 seat and 1 urinal per 40 workers; at 200 or more, per 50 workers. A 12-person commercial crew needs exactly one toilet seat — "seat plus urinal" is the next tier, and construction Table D-1 has no "fewer than 20, less than 5 days" exemption.

Illumination — 1926.56(a) and Table D-3. Work areas must be lit to Table D-3 minimums while work is in progress. Three values matter: 5 foot-candles indoors for warehouses, corridors, hallways, and exitways; 10 foot-candles for general construction plant and shops; 30 foot-candles for first-aid stations, infirmaries, and offices. Pulling wire in a corridor under construction needs 5 foot-candles; 3 fc is below the floor, and 10/30 belong to other rows.

First aid — 1926.50(d). Supplies must be readily accessible (d)(1), and the kit must be managed per (d)(2): a weatherproof container with individual sealed packages for each type of item, checked by the employer before being sent out on each job and at least weekly on each job so expended items are replaced. Monthly or annual checks fail; the cadence is "before each job and weekly."

PPE payment — 1926.95. PPE required to comply with Part 1926 must be provided by the employer at no cost (1926.95(d)(1)). Exceptions: the employer need not pay for non-specialty safety-toe footwear or non-specialty prescription safety eyewear when it permits those items to be worn off the jobsite (d)(2), nor for everyday clothing and weather gear such as ordinary boots, winter coats, and rain wear (d)(4). Hard hats, safety glasses, and specialty PPE stay employer-paid; steel-toe boots may be required without being purchased only because offsite wear is allowed.

Eye and face protection — 1926.102. Employees exposed to flying particles, molten metal, liquid chemicals, acids or caustics, chemical gases or vapors, or injurious light must use appropriate eye or face protection (1926.102(a)(1)); where a flying-object hazard exists it must provide side protection (a)(2). Grinding a conduit support while coworkers work nearby is the textbook case: eye protection is mandatory regardless of request, location, or prescription glasses alone.

Three height thresholds apply to three situations; keep them apart.

Unprotected edges — 1926.501(b)(1). Work on a surface with an unprotected side or edge 6 feet (1.8 m) or more above a lower level requires a guardrail system, safety net system, or personal fall arrest system. Running cable along a wall top 7 feet up requires one — the trigger is "6 feet or more," not 8, 10, or 12.

Scaffolds — 1926.451(g)(1). Employees on a scaffold more than 10 feet (3.1 m) above a lower level must be protected from falling, using the guardrail or personal fall-arrest systems specified for that scaffold type. Conduit hangers from a 12-foot scaffold platform need protection under this separate, higher trigger.

Ladders — 1926.1053(b)(1). A portable ladder used for access to an upper landing must have its side rails extend at least 3 feet above the landing. If the ladder is too short, it must be secured at the top to a rigid support that will not deflect and a grasping device such as a grabrail provided. A coworker holding the ladder does not waive the rule.

1.5 Excavations — 1926.651 and 1926.652

Underground conduit puts electricians in trenches. The protective-system trigger, 1926.652(a)(1):

Excavations 5 feet or more deep require an adequate protective system — sloping, shoring, or shielding — unless made entirely in stable rock.
Trenches less than 5 feet deep need a system only when a competent person finds a potential for cave-in.

A 6-foot trench in ordinary soil therefore needs sloping, shoring, or shielding with no visible sign of trouble. The companion rules in 1926.651 cover the rest: a competent person inspects daily (and after rain or any hazard-producing event), employees need safe access and egress within 25 feet, and spoil piles stay at least 2 feet back from the edge so they do not load the wall. A rain-soaked Oklahoma clay trench is the classic fatality setup — the system is not optional while the crew "just makes the connection."

1.6 Portable Electric Tools — 1926.302

1926.302(a)(1) is the hard rule: electric power-operated tools must be either of the approved double-insulated type or grounded in accordance with Subpart K of Part 1926. A two-prong, non-double-insulated drill is noncompliant, and a GFCI on the branch circuit does not cure it — GFCI protection (1926.404) guards against ground faults but does not make the tool compliant. Employee-supplied tools are fully covered (1926.300(a)): "it's my own drill" is no defense, and a UL listing does not excuse a missing ground prong or double-insulation marking.

1.7 Airborne Hazards — Lead and Solvent Vapors

Lead — 1926.62. Cutting and demolition in older buildings disturbs lead-based paint, creating airborne dust. The permissible exposure limit (PEL) is 50 µg/m³ averaged over an 8-hour workday (an 8-hour TWA, 1926.62(c)(1)). The 30 µg/m³ value is the action level (1926.62(b)): it triggers exposure monitoring and ancillary provisions but is not the PEL. The 100/200 µg/m³ answers invent ceiling and weekly figures the construction lead standard does not use.

Ventilation — 1926.55 and 1926.57. Where hazardous dusts, fumes, mists, vapors, or gases exist — solvent vapors while degreasing equipment in a vault — concentrations must not exceed the limits in 1926.55(a), and ventilation used as the engineering control must be installed and operated per 1926.57 (1926.57(a)). The hierarchy: engineering or administrative controls come first; respirators are used only where those controls cannot achieve full compliance (1926.55(b)). Issuing respirators as the primary fix is wrong — the first move is measuring and controlling the air.

1.9 Permits, Inspections, and the Contractor's Paperwork

Who pulls the permit, and when. Permits are issued by the local authority having jurisdiction (city or county), and the licensed electrical contractor obtains the permit before the installation begins. A journeyman cannot pull the permit for new circuits in his own name, and owning the property does not waive the requirement. Working without a permit invites a stop-work order, penalties, and forced opening of finished work.

What needs a permit. New work that extends the installation — a new branch circuit, a subpanel, a service change — almost always requires a permit and inspection. Routine maintenance does not: one-for-one replacement of a receptacle, a similar-rated ceiling fixture on the same circuit, or a breaker of the same rating is normally maintenance. Local rules vary; the exam pattern is "new circuit = permit; identical replacement = maintenance."

Rough-in inspection. Concealed work must be inspected and approved before it is covered. The installer schedules the inspection and leaves boxes, cables, and connections visible and accessible. Cover first, and the inspector can require the work to be uncovered, typically with a re-inspection fee — photos do not substitute, and the homeowner cannot waive it.

Final release and the meter. Utilities normally will not set the meter or energize a new or replaced service until the final inspection is approved and the release issued. Sequence: inspect, approve, release, then energize — never schedule the meter set before the approval.

1.10 Protecting the Building Structure

Routing wire through framing is structural work. Four rules recur:

Solid-wood joists. Bore holes in the middle portion of the joist depth — at least about 2 in. from the top and bottom edges — with hole diameter roughly one-third of the joist depth. A 2×10 gets holes about 3 in. max, centered, not crowded to an edge; avoid clusters near mid-span.
Engineered I-joists. I-joists carry load through engineered webs and flanges with specific hole charts. Where no knockout exists, follow the manufacturer's published cutting and boring guidelines or obtain engineering approval — never notch a flange or cut the web arbitrarily.
Studs and nail protection. Where less than about 1¼ in. of wood remains between a cable and the face of a stud, install a metal nail plate or equivalent before closing the wall. Drywall screws find cables under 1¼ in. of cover; tape is not a nail barrier.
Trusses. Every member — including the bottom chord and connector plates — carries load. Never cut, notch, or drill truss members without manufacturer or engineering approval. Run cables below, through the open spaces, or in a chase.

1.11 Estimating, Load Calculations, and Quoting

Load calculation before quoting. Open breaker slots are not spare capacity. Before quoting a 240-volt EV charger into a 100-ampere panel, add the charger load to the calculated existing loads and compare against the service and panel ratings; if the total overloads the service, the honest quote includes a service upgrade. Nameplate-only quoting, flat refusal, or "just don't run the dryer while charging" are all wrong.

Waste factor. Measured route is never the order quantity: add a waste factor of roughly 10 percent for vertical rises, slack and service loops, and non-straight routing. A 68-ft run → 68 × 1.10 ≈ 75 ft ordered. Exactly 68 leaves no margin; 70 is tight; doubling is guesswork.

The complete quote. Quote = materials + labor + one markup on the full subtotal. Worked example: 60 ft of 12/2 NM at $1.50/ft = $90, plus $40 in boxes and devices = $130 materials; 2 hours at $60/hr = $120 labor; subtotal $250; 10 percent overhead-and-profit on the whole subtotal → $275. Marking up labor only ($262), twice ($290), or not at all ($250) is wrong — the markup covers overhead, insurance, and profit on top of material and labor together.

Common Exam Traps

Mixing the height thresholds. Edges 6 ft, scaffolds 10 ft, ladder extension 3 ft — each rule has its own number.
Adding a urinal for small crews. Twelve workers = one toilet seat; the urinal tier starts above 20.
Confusing the lead numbers. PEL 50 µg/m³ over 8 hours; 30 µg/m³ is the action level.
Believing a GFCI fixes an ungrounded tool. 1926.302(a) demands double-insulated or grounded tools.
Trusting photos or homeowner waivers. Concealed work is inspected before covering; covered work gets uncovered and re-inspection fees follow.
Calling every task maintenance. Identical replacements are maintenance; new circuits and subpanels need permits.
Scheduling the meter set early. The utility energizes only after AHJ approval and release.
Notching engineered members. I-joists and trusses take manufacturer charts or an engineer — never arbitrary cuts.
Ordering the measured length. Add ~10 percent: 68 ft of route means about 75 ft of cable.
Marking up labor only, or twice. One markup applies to the full material-plus-labor subtotal.

Practical Field Points

Give every new hire the 1926.21 hazard-recognition instruction before they enter the site, and document it.
Walk the site each morning against the thresholds: 6-ft edges get guardrails or harnesses, scaffolds over 10 ft get their systems, trench access is checked before anyone climbs down.
Restock the first-aid kit on the "before each job and weekly" cadence, in sealed-package, weatherproof-container style.
Before drilling framing, mark holes in the middle third of joists, pull the I-joist hole chart, and stop any crew about to cut a truss "just a little."
Hold drywall crews until the rough-in inspection signs off, and hold the meter-set until the final release is in hand.
Estimate from a load calculation, add 10 percent waste to measured runs, and price with one markup on the full subtotal.

Summary
